I mean. This COULD be better than Cupidity depending on how you look at it. Cupidity is a +1 (Draws 2 and you keep your hand), but this is a +0 (Draws 3 new cards, although you can choose your new cards or ones initially in your hand). Personally I would use Cupidity because it's an overall plus, but as Olmec would put it, "The choices are yours and yours alone".

Pot of Desires is only worth the mass-banishing because it is a blatant +1. It is true that Graceful Charity was actually better than Pot of Greed at some point because there weren't many speeding plays out there and reviving a huge monster discarded with Charity was a legit play and your typical 20/20 Monster/Spell&Trap ratio decks before Goat Control days always had trouble running out of hand, and you could easily win/lose a game with 3 to 5 cards in hand.

 

However, nowadays I don't think there's any deck that really needs to depend on something like this to advance any play, and if anything, Graceful Charity would be a staple because of the great deck-thinning it provides with selective ditching. Most theme-based draw power Spells are arguably nerfed and more restrictive/themed versions of Graceful Charity.

This card sounds like it'd be weaker than Pot of Desires (like the above post said) but it is still a super powerful concept to go for, and a somewhat risky one.

 

I don't know how I'd feel about more retrains of banned Spell staples with just a hard OPT clause and a "banish 10 face-down from your deck's top" clause slapped into them. Sounds a tad... IDK....  I guess I don't really like it, but can't think of the argument.... hmm.
