Requirements:

Make a normal spell card that special summons a monster(s) when it resolves and is very useful when copied by destiny hero - diamond dude

Card A:

d___incarnate_by_bdsceptyr-dasb46t.png

Special Summon 1 DARK Fusion Monster from your Extra Deck with the same Level as a "Destiny HERO" monster you control, ignoring its Summoning conditions, but it cannot attack. While this card is in the Graveyard: You can target 1 "Destiny HERO" monster you control; halve its ATK, and if you do, shuffle this card into the Deck, and if you do that, you can add 1 monster with the same name as that target from your Deck to your hand. You can only use each effect of "D - Incarnate" once per turn.

Card B:

Banish 1 "Elemental HERO Neos", and 1 "Rainbow Dragon" or "Rainbow Dark Dragon" from your hand, field or graveyard; special summon 1 "Rainbow Neos" from your extra deck (this special summon it treated as a fusion summon). You cannot special summon monsters during the turn you activate this card, except "Rainbow Neos".

Card A: It's basically a Metamorphosis for Destiny HERO. It's a great idea to help give the deck more utility with its Fusion Monsters, but it might have been the wrong archetype to implement it in. The most common Levels Destiny HERO uses are mostly 4 and 3, with their bosses being Level 8. This would allow you to summon any Level 3, 4, or 8 DARK Fusion Monster. However, only the Level 4 and 8 Destiny HEROes are strong enough to be used efficiently (counting Dystopiaguy), which narrows down your targets to any Level 4 DARK Fusion monster and specifically Dystopiaguy. I don't think there's anything remarkable in the Level 4 DARK Fusion category except Darkfire Dragon, which is nothing more than R4 fodder. In effect, your card is more of a facilitator for an Xyz Summon than a Fusion Summon when applied to Level 4 monsters. In the Level 8 category it gets interesting with targets like Fluffal Kraken and even summoning an additional Dystopiaguy, but again, at the end all it facilitates is an Xyz Summon into a R8.

The second effect is more interesting than the first, as it synergizes VERY well with Diamond Dude; you acquire Diamond Dude's effect to summon a Fusion Monster, THEN search an additional Diamond Dude or Destiny HERO, generating more advantage. Drawbacks are adequate and the overall look and feel of the card is professional.

It's a very well-designed card that has great synergy with Diamond Dude with a very nice concept, but ultimately I think it was limited by the archetype that was chosen. This card fits the requirements and is a very well-designed card, but ultimately it does not push the intended flavor (Konami-wise) of Destiny HEROes when actually used.

Card B: Pretty simple. Summon Rainbow Neos with what is essentially a Miracle Fusion. Considering how powerful Rainbow Neos is, making it easier to summon is nice. However, it doesn't solve the innate issues with Rainbow Neos at all; it's materials. Elemental HERO Neos and the Rainbow Dragons dont mesh AT ALL, meaning there is NO SYNERGY between the two, which makes a deck around Rainbow Neos very hard to build around. In addition, the 2 cards are in effect dead blanks most of the time, Rainbow Dragon moreso. It's the very embodiment of trading consistency for power. This card doesn't improve the consistency enough; this just gives the deck more power in the case where if you have the materials in the Graveyard in addition to your hand and field, you summon Rainbow Neos. This would only lead to all-in maneuvers with cards like Magical Merchant to essentially gamble your way to victory. This doesn't promote a very fun playstyle. Even in a very conservative Rainbow Neos deck with Prisma, summoning Rainbow Neos takes a great deal of effort, and all this would do is act as 3 additional or replacement Polymerizations, which either only increase the power of the deck or increase the probability of the deck bricking as getting one part of the combo does not matter if you cannot acquire the other. I also don't see any outstanding synergy with Diamond Dude, so that part was missed as well. Overall a very simple card that attempts to fix a perceived problem without actually solving the core issue.

My vote goes for Card A. Card A appears to have a better understanding of what it is trying to accomplish as well as having a more polished feel to it when envisioning synergy between existing cards.

Unless Black D has any reason not to count this vote I'd say he's the winner. I really don't think anyone would reject such a detailed vote but I'm just following the rules.

GG, Finally its over.
