 Ultimate King Arceus the Final High King

Wyrm/Synchro/Effect

Level 12/LIGHT

1 Machine Synchro Tuner + 1 Level 10 non-Tuner "Arceus" Synchro monster

Must be Synchro Summoned. Once per turn, you can banish 1 monster from your GY: Make the ATK and DEF of one monster your opponent controls 0, and if you do, change it into Attack Position, then negate the effects of all monsters your opponent controls until the End Phase. Once per turn, you can declare 1 original card type (Monster, Spell, or Trap), then excavate the top 2 cards of your Deck: Place those cards to the top of your Deck in any order, also this card gains an additional attack per Battle Phase this turn if any of the excavated cards were of the declared card type. This card cannot attack directly the turn you activate this effect. You can only control 1 "Ultimate King Arceus the Final High King".

This card's Synchro Summon cannot be negated. Cannot be targeted or destroyed by card effects. This card's Type and Attributes are treated as all Types and Attributes while face-up on the field or in the GY. Once per turn: You can banish 1 monster from your GY, except an Xyz or Link Monster; this card gains that monster's effects. 

 

Don't blame me for the Type; it's the best that can be done right now given its nature. Also the wording for the all Attribute/Type thing is a pain, but that should reflect Multitype enough.

This card cannot attack. Once per turn, during your Standby Phase: Place 1 Rule Counter on this card. This card gains 200 ATK for each Rule Counter on it. During your End Phase: You take 500 damage for every Rule Counter on this card. If this card is targeted by your opponent’s card effect during their Battle Phase: Banish this card before that effect resolves.

 

Basically, it’s like a wall that keeps hurting you. There’s really no good reason to use it unless you can negate its effects.

[based on Ieyasu and the Tokugawa policy of sakoku. Least you can use Ghost and stuff to make this, if applicable.]

When this card is Synchro Summoned: Target monsters your opponent controls, up to the number of "Shaddoll" cards you control; banish them. This card gains 300 ATK for each card banished by this way. If this card attacks, monsters on the field other than this card cannot activate their effects until the end of Battle Phase.

Once per turn, you can banish 1 "Junk" monster from your Graveyard: Special Summon 1 Level 5 or lower monster from either player's Graveyard. If this card is used as Material for the Summon of a "Stardust" monster, a Warrior-Type "Warrior" Synchro monster, or a "Junk" monster, you can target up to 2 of your banished "Junk" monsters: Special Summon that target(s).

Ohai female Synchro version of Tempest (you can figure out where she'd fit into context because it's an open possibility) that takes 2018 meta into consideration. You just have to figure out what Tuners work best for HEROs to make this.

Reflecting the point that the plant this is based on is technically harmful to humans/cattle, so...you shouldn't use this in Decks with non-Plants (Predas probably won't mind; Sylvans if they can actually Synchro into 7s and yeah, that's about it). Aki.dek won't mind the forced power loss, but that's mostly because she uses a lot of Plants.

Must be Synchro Summoned, and cannot be Special Summoned by other ways. Gains half of the ATK and DEF of the “/Assault Mode” monster in the GY that was used as Material to Summon this card. Inflicts piercing battle damage. When this card would leave the field because of your opponent’s card, you can target 1 “/Assault Mode” monster in your GY: Special Summon it, ignoring its Summoning conditions. Once per turn, during your Main Phase 2, you can activate one of the following effects:

• If this card battled an opponent’s monster this turn: Destroy all monsters your opponent controls with 2500 or less ATK or that are face-down.

• Monsters you control cannot be destroyed by battle or by card effects until the end of your opponent’s next turn.

• Banish 1 Spell Card from your GY, then target 1 card your opponent controls: Destroy it.

• Your opponent takes damage equal to the number of Warrior- and Dragon-type monsters in your GY x 100.

• Target 1 Level 5 or below Zombie-type monster in your GY: Special Summon it.
