1 Tuner + 1+ non-Tuner Normal Monsters

MONSTER: Once per turn, you can target 1 Normal Monster you control: That monster gains 800 ATK until the End Phase. When this card is destroyed: You can place it in your Pendulum Zone.

PENDULUM: Normal monsters you control gain 600 ATK. Your opponent takes all battle damage you would have from battles with Normal monsters.

Once per turn (Quick Effect): You can place 1 Lawlz Counter on a monster your opponent controls. Monsters with Lawlz Counters cannot be used as material for a Summon, also they cannot activate their effects unless their controller pays 800 LP. If this card leaves the field: Remove all Lawlz Counters from the field, then this card's controller takes 1000 damage for each counter removed by this effect.

 

So yeah, I think you can figure out the premise behind this. I was going to add in a Warn Counter concept, but...I'll save it for another time.

When this card is Synchro Summoned: You can add 1 "The Agent" monster and 1 "The Sanctuary in the Sky" from your Deck and/or GY to your hand. During your opponent's turn (Quick Effect): You can shuffle 1 of your banished Fairy monsters, then target 1 face-up card your opponent controls; destroy it. During the Standby Phase, if this card is your GY because it was destroyed: You can banish 1 "Master Hyperion" from your hand, Deck, or GY; Special Summon this card. You can only use each effect of "Black'Epyh - The Dark Sun" once per turn.

 

Trivia:

"Black'Epyh" is a heavy world play of "Hyperion": "Black" in French is "Noir", so it becomes "Noir'Epyh", reverse it: "hype'rion"... TADAAA!

Issues here being that Gustos got a new toy to bounce sheet with, as did maybe Speedroids, MPB, Windwitch and whatever other WIND decks I missed that can reasonably field Synchros without killing consistency. 

 

(Also, screw Harpies if they even bother.)

 

But yeah, this should do it for being more live earlier on.

PENDULUM: This card's name becomes "Elemental HERO Neos" while in the Pendulum Zone. Once per turn: You can Fusion Summon 1 "Elemental HERO" monster from your Extra Deck, using this card and monsters you control as Fusion Materials, but return it to the Extra Deck during the End Phase, and if you do, place this card in the Pendulum Zone and Special Summon all other cards used to Fusion Summon that card.

 

Monster: 

1 Tuner + 1+ non-Tuner monsters

Once per turn, you can activate one of these effects:

• Special Summon 1 "Neo-Spacian" monster from your hand.

• Fusion Summon 1 "Elemental HERO" monster from your Extra Deck, using cards from your hand or field as Fusion Materials.

• Add 1 "HERO" or "Neo-Spacian" card from your Deck to your hand.

When this card is destroyed or used as Fusion Material: You can place it in your Pendulum Zone.

Cannot attack the turn it is summoned. While you control "Toon World" and your opponent controls no Toon monsters, this card can attack directly. If a "Toon" card(s) you control would be destroyed by a card effect; you can tribute this card; negate that effect, and destroy that card. During the End Phase, if this effect was activated (and was not negated); you can special summon 1 Toon monster from your hand or GY, ignoring it's summoning conditions.

Once per turn, you can either: Target 1 monster on the field; equip this card to that target, OR: Unequip this card and Special Summon it in Attack Position. While equipped by this effect, equipped target gains 1800 ATK. If that target destroys a monster by battle and sends it to the GY: Send this face-up card to the GY, that monster can attack again.
