Target up to 2 face-up cards on your opponents side of the field, send the targeted cards to the top of their deck in any order. You can only activate 1 "Phoenix Feather Flare" per turn. So knowing we have cards that got a upgrade like MST to Twin Twister and the like I though to make this as a upgraded version of Phoenix Wing Wind Blast where knowing it doesn't target, this one does for face-up cards only and also can only be activated once per turn as per the balance to this cards boost as it also banishes a card instead of discarding it.
