So, basically an Effect Veiler that trades flexibility for getting itself Summoned. It's nice that it can be searched by Scarm and TGU but that shouldn't break it in any way.

Oh, the negation appears to be permanent; you may want to make it temporary, just to be fair.

 

Dropping a text fix here:

If your opponent Special Summons a monster: You can Special Summon this card from your hand, and if you do, that Special Summoned monster loses 800 ATK and DEF, also its effects are negated.

 

Also, what happens if the opponent Special Summons multiple monsters at the same time? You get to choose 1? Or perhaps you cannot activate the effect? The effect will have to be adjusted depending on the answer.

Changed it until the next Standby Phase.

 

Was leaning more to the former, though I wasn't sure if it'd still be balanced if it affected more if Summoned at the same time.

In that, case, you would have to write the effect among the lines of:

If your opponent Special Summons a monster(s): You can Special Summon this card from your hand, and if you do, 1 of those monsters loses 800 ATK and DEF, also its effects are negated until the next Standby Phase.

Alright, though how would it fare if it affected more than one monster if they were Summoned at the same time (ex: Pendulum Summon)?

IMO it would be too strong to be fair if it were to do that and negate and weaken all the Summoned monsters. For comparison, Void Trap Hole doesn't get to negate and destroy all monsters, while Time-Space costs 1000 LP for each spun card, and they don't come in the shape of a monster that stays on the field, also on the support side they are more or less even since they get Traptrix support.
