Rules:
All Leaderboard rules apply
First to 3 votes or most votes by deadline wins.
All voters must elaborate on their votes or else the vote will be rejected.
Both contestants have the right to refuse votes, but must explain why they don't accept it.
Card C votes are allowed in case the voter thinks both cards don't deserve a vote but must elaborate on why he/she thinks so.
Cards must be PM'd to me.
Written cards are allowed.
Remove any evidence of the card being made by you to ensure anonymity
In case a downtime or an emergency happens, the deadlines may be extended.


Deadlines:
The deadline for cards is 48 hours after challenge has been accepted.
The deadline for votes is 96 hours (4 days) after cards have been posted.
In case of a challenger failing to meet the above deadline without explanation, the challenger slot will open up again, at which point it becomes first-come-first-serve between the previous challenger's and new submissions.

 

Requirement:

 

Make a Plant-type tuner monster.

 

Card A:

Once per turn: You can activate one of the following effect:

@ Choose a number 1-4; This card's Level becomes that number. This change lasts until the end of the turn.

@ Choose a Type; This card becomes that type. This change lasts until the end of the turn.

If this card is sent to the Graveyard as Synchro Material for a Synchro Summon: You can target 1 monster in your Graveyard with a Level; Special Summon this card from the Graveyard, and if you do, it's Level becomes the Level of the targeted monster. You can only use this effect of "Floating Lily Flipper" once per turn.

 

Card B:

If this card is excavated: You can Normal Set this card in addition to your Normal Summon/Set this turn, but it cannot be flipped face-up this turn, except with a card effect. If this card is flipped face-up: You can reveal 1 Synchro Monster in your Extra Deck; Synchro Summon that monster using the appropriate Synchro Materials from your side of the field or hand, including at least 1 Plant-type monster. You can only use each effect of "Avocadrowsy" once per turn.

I vote Card A,

Whilst Card B has an way of summoning itself the effect of the card seems rather slow. In addition, since it was excavated and revealed, the opponent will know what was set face down and proceed to destroy it via effects rather than attacks. 

However, whilst Card A is also slow due to requiring a normal summon or another method of summoning it due to it's lack of self summon, it has a very versatile effect that can be used easily and aid synchro plays greatly when summoned. It does not rely on the opponent flipping it face-up or waiting a turn.

 

In conclusion, Card A gets my vote since it is faster and more versatile.
