If that target was a Pendulum card, Special Summon it to your opponent's side of the field in face-down defense position, but it cannot be flipped face-up. When that target leaves the field; banish it, and if you do, your opponent must discard 1 card. As more and more Spells/Traps seem to float, and we don't have all that much in the way of clogging zones (as was a big question when Links were first revealed), I thought this would be a nice side tech type card. Sure, most of the time you'll seek cards like Twin Twisters and Mystical Space Typhoon to take care of an opponent's Spell/Trap Cards. Though I do like the premise of locking them from being activated again. They fill your opponent's field with dead space, bottlenecking some of their plays. The Pendulum one is alright, too. Interfering with Scales and potential banishment? Yes, please. I think you could extend it to all Spell/Trap Cards; locking Set ones from activating. It being able to affect set stuff shouldn't make it directly outclass anything and it doesn't really lose flavor either. Changed to have it affect set stuff.
