You can also Xyz Summon this card using 1 Dinosaur-Type Xyz monster you control that has only Dinosaur-Type monsters attached to it as material. Cannot be destroyed by card effects. This card can attack all monsters your opponent controls once each. Once per turn, during either player's turn: You can detach 1 material from this card; Negate the effects of all monsters currently on the field, except for Dinosaur-Type monsters. If this card is sent to the Graveyard: You can Special Summon 1 Dinosaur-Type monster from your Graveyard, ignoring its summoning conditions.

As it stands right now, you literally need 2 copies of Ultimate Conductor to make this (only other Level 10 Dino is Jurrac Meteor, but that one requires more effort to use + blows itself up). I guess you could use something like Galaxy Queen's Light or another Level changing card to make this with smaller stuff, but why? Destruction immunity is fine, but then all you get out of it is just temporary negation. Getting to revive stuff like Ultimate Conductor, Jurrac Titano or Pyrorex is nice and all, but this is something I don't see Dinosaurs being willing to make.

 

Probably should modify the negation to be permanent, because yeah, the requirements are already strict as-is; or change it to a generic Rank 10.

As it is now, it should be fair. But I think you can change the materials to generic Materials. The effects aren't that powerful to warrant such strict Materials. But if you feel that is still overpowered, you could give it an alternate Xyz Summoning effect, like Cyber Dragon Infinity's, using a Rank 5 Dinosaur-Type monster.

I guess, but at that point, no one would really use this; nor could they, given the lack of Rank 10 monsters. I think leaving the effects as they are but making it a little easier to Summon is better in the long run than having a powerful card that is near impossible to Summon.

Banishing the monsters it kills would warrant the materials listed already, but as I already told you, only way this is coming out is via 2x Ultimate Conductor and that can already win games on its own w/out having to resort to this (bar killing Links, but that's another matter). Some Decks can technically "cheat" the requirements, but I will not go into that.

 

If you make this a generic Rank 10, only Deck that can actually R10 consistently is Trains, but they already got their own support cards (though I guess they could then use it to remove stuff without wasting their attacks).

 

Maybe if we get better Level 10 Dinosaurs or they get supports that let them do this, then perhaps this will see more usage. As-is, not so much outside jumping through hoops.
