​Considering the new rules for how to Summon monsters from the Extra Deck (http://yugioh.wikia.com/wiki/Extra_Deck), and considering that if you want to control multiple extra deck monsters you'll have to summon them either from the Graveyard or while they are banished, so why no troll EVERYONE who does that.
​This card, plain and simply put, can stop anyone from summoning banished monsters and monsters from the Graveyard, as well as stopping any card that while it's in the Graveyard or banished, it cannot go anywhere and it doesn't even activate its own effects in those areas. Also, just to be a d!$k, burn the player that attempted any of what I just said.

During either player's turn, while this card is in your Graveyard, if a monster(s) would be Special Summoned from the Graveyard or from being banished, if a card/effect activates that moves a card(s) from either player's Graveyard or among their banished cards, or if a card/effect activates in the Graveyard or while banished, except "Paper Cut Man": You can banish this card, then negate the Summon or activation and return that card(s) to the bottom of the Deck, in any order, and if you do; inflict damage to the returned card's owner(s) equal to the total number of cards that are banished and in their Graveyard x 100.

So you can basically stop your opponent from using their graveyard and banished zone if this card is in your graveyard. It can be stopped by something like Imperial Iron Wall, but if you do get it done, you negate the Summon or effect and send the card(s) packing. I like the idea, but I'm not so sure about the damage. That much effect damage can seriously stack up as the game progresses; wait for your opponent to have like 15-20 cards in their graveyard and banished zone together, and you might be able to kill them with this effect. There are so many decks that rely on their graveyard that the damage is almost unreasonable. Maybe you could put a cap on the damage? (Like a "but no more than 1500 damage" sort of thing, maybe.)

 

What happens for something like Call of the Haunted? Does only it go to the bottom of the deck, or only the monster, or both?
