Searchable via Sage with Eyes of Blue, and additionally supported with Mausoleum of the White (the Level 1 Light Tuner palooza Field Spell) as you can Normal Summon it in addition to your Normal Summon, and possibly Special Summon a dumped Normal Monster of your choice with her effect.

 

Most probably would probably prefer something that isn't as delayed, but I think it could be quite efficient at what it does if you build your Deck around handling delay whether it would be via temporarily stalling with Waboku, Rainbow Kuribohs, etc. Just the target better be worth the trip as getting her effect off could very well be interrupted by an unfortunate case of D.D. Crow sides/techs.

Really strong card IMO. The revival may be delayed, but it's still a revival, and one that doesn't negate the effect at that, for enabling combos and plays.

I strongly suggest a hard OPT there, otherwise it can activate each time it's Summoned and the effect will stack, leading to insane plays in the next turn of you manage to Summon this card repeatedly, something that may not be as difficult to do considering it gets Level 1 support (One for One, Kinka Byo, etc.) as well as Blue-Eyes Tuner support as pointed out above.
