Rules:

  • All Leaderboard rules apply
  • First to 3 votes or most votes by deadline wins.
  • All voters must elaborate on their votes or else the vote will be rejected.
  • Both contestants have the right to refuse votes, but must explain why they don't accept it.
  • Card C votes are allowed in case the voter thinks both cards don't deserve a vote but must elaborate on why he/she thinks so.
  • Cards must be PM'd to me.
  • Written cards are allowed.
  • Remove any evidence of the card being made by you to ensure anonymity
  • In case a downtime or an emergency happens, the deadlines may be extended.
Deadlines:
  • The deadline for cards is 48 hours after challenge has been accepted.
  • The deadline for votes is 96 hours (4 days) after cards have been posted.
  • In case of a challenger failing to meet the above deadline without explanation, the challenger slot will open up again, at which point it becomes first-come-first-serve between the previous challenger's and new submissions.
Rewards:
  • The winner gets a rep from the loser.
  • All voters get a rep for voting.

If this face-up card on the field is returned to the hand by the effect of a WIND or Winged Beast-Type monster: You can Special Summon it, also you cannot Special Summon monsters for the rest of this turn, except WIND and/or Winged Beast monsters. You can only use each effect of "Empyrean Scout" once per turn.

You can activate this card, from your hand, as a continuous Spell Card. All monsters you control gain 3000 ATK on your opponent's turn. During the End Phase, you can Banish this card from your Graveyard; Add 1 "Enraged Mokey Mokey" from your Deck to your hand. You can only control 1 face-up "Enraged Mokey Mokey".

I generally don't like double posting, but because 1v1 is rather dead lately, I might as well just vote so you at least have something to report.

 

Card A

 

(Uh, did you forget to remove an additional instance of card A's Special Summon effect?)

 

But yeah, I guess Harpies found a way to fit Sky Scout (Harpie's Brother) into their playstyle. For the most part, you can just ditch any Harpie Lady monster, then revive it via Hysteric or something. In terms of its SS effect, just use Dancer to bounce this to the hand, then NS another monster and SS this again. (You now have the materials needed to make Phantasm Dragon). Or you have Harpist. While I think this could be used elsewhere (at least from what I can find out from the card database on YGOPro for both WIND / Winged Beast), this seems more geared towards Harpies in general (I want to say Dragunities, but think that's only for them to dump Dragons in the Graveyard to equip). Restriction isn't too much of a bother, as either one usually has several bosses that fit them.

 

Card B

 

Well, I guess it deters the opponent from attacking you unless they have Honest or some other attack pump, but that's about all it does. Unless you want to Rank 1 with this card using Inferno Reckless, you are never summoning this card as a monster. Heck, it doesn't even treat itself as Mokey Mokey while on the field / in Graveyard; so much for making King viable and/or generating more targets that can revived. Even treating it as OG Mokey Mokey would've made its usage go up. Yes, it can search another copy if opponent is careless enough to MST it or something, but yeah.

Card A: Sakura already explained how well it works in terms of synergy with harpies without anything going overboard or being ineffective, although more or less archetype restricted. It'll be redundant to repeat everything the reindeer had already mentioned.

 

Card B: Generic, but you really need to contemplate how useless this card is in Decks other than for stall/Exodia, and even then it wouldn't be that good because better cards like Swift Scarecrow and Battle Fader already take up the stall space. It's great it can search itself... But it's too irrelevant as a Speed Spell 1 card whose effect is limited to your opponent's turn. Not only that, as a monster it's very weak in synergy, even with its own supposed archetype.

 

A is obviously the better designed one here, so voting for A as well.
