Rock-Type monsters you control gain 400 ATK and DEF. You can excavate the top 3 cards from your Deck, then add 1 excavated Rock-Type monster to your hand and then you can send any number of remaining excavated Rock-Type monsters to the Graveyard, also shuffle any remaining cards into the Deck. You can only use this effect of "Mystical Mineral Quarry" once per turn.

At the time of writing this, only Rock deck worth considering at the moment is Tr(i)amids. I'm going to assume that the excavated Rock does go to your hand (as you forgot that part). If you get lucky, suppose you can dump Block Dragon in the Graveyard and summon it later (or even draw key cards you need). Stat bonus is fine though.

 

So yeah, this card basically dumps Block Dragon banish fodder or if you really want to, Megarock Dragon.

You could also try this card with Koa'ki Meiru Rock-Types, despite them already having a search card. May be redundant with Terraforming adding this, this adding them, and their own search card adding another, but it's there. Personally, think you could raise it to excavate the top 4 cards, as unless you run a Deck with nothing else but Rock-Type monsters, you won't always dump 3 in the Graveyard. Especially with the strict "once per turn" clause
