Rules:
All Leaderboard rules apply
First to 3 votes or most votes by deadline wins.
All voters must elaborate on their votes or else the vote will be rejected.
Both contestants have the right to refuse votes, but must explain why they don't accept it.
Card C votes are allowed in case the voter thinks both cards don't deserve a vote but must elaborate on why he/she thinks so.
Cards must be PM'd to me.
Written cards are allowed.
Remove any evidence of the card being made by you to ensure anonymity
In case a downtime or an emergency happens, the deadlines may be extended.


Deadlines:
The deadline for cards is 48 hours after challenge has been accepted.
The deadline for votes is 96 hours (4 days) after cards have been posted.
In case of a challenger failing to meet the above deadline without explanation, the challenger slot will open up again, at which point it becomes first-come-first-serve between the previous challenger's and new submissions.

Make a Pendulum Tuner. (Legacy/Pre-Links)

 

Card A:

PE: If a card(s) is sent to your GY: You can destroy this card; add 1 of those cards to your hand. During the End Phase, if this card was activated during this turn: You can draw 1 card. You can only use this effect of "Ivory Dancer" once per turn.

ME: When this card is Normal Summoned: You can target 1 card in your GY; add it to your hand. You cannot Special Summon monsters during the turn you activate this effect, except Synchro Monsters. If this Special Summoned card would be used as a material for the Synchro Summon of a LIGHT Synchro Monster, you can also use 1 other monster in your hand as Synchro Materials, but banish this card when it leaves the field.

Card B:

PE: If you Special Summon a Winged Beast-type monster, you can Special Summon this card from the Pendulum Zone. You can only activate this effect of "Boobrie Hatchling once per turn.

MF: Sleepy and newly hatched, but you'd be hard-pressed not to be discovered by its parents.

Card A:

Wow, really strong card. The Pendulum effect not only breaks even with the draw, but grabbing a card sent to the grave can either offset an opponent's removal, effectively becoming a +1 technically if the opponent spent a card on it, or you can pair it with cards like the Foolish Burials or milling effects to grab the milled card right away and open plays, all while maintaining card advantage. Recovering a card in grave with its on-Normal-Summon effect is good all around and pretty much splashable anywhere. Then, Pendulum Tuners always have an edge, and its kept on check by the self-banishing effect so you can't just Pendulum Summon it and Synchro Summon something every turn. The Tatsunoko-ish clause is appealing as well. Finally, Scale 7 should be fine for most decks if Archfiend Eccentrick can be seen as an example, and Level2 LIGHT/Fairy seems good enough, coincidentally going in theme with the sudden surge of Level2 Fairies in Stargrail Ries, Trickstar Lilybell and the comeback of Venus + Shine Balls.

I'm actually not sure if the card is fair because of all the things it does, but damn, I would very much like to give it a try.

My only gripe is the wording on the Pendulum effect: destruction as cost isn't officially a thing (yet), so it should be written as Odd-Eyes Pendulum Dragon instead, where the self-destruction is part of the effect.

 

By the way, I really love the artwork chosen for the card. Can I get the source, please? xD

 

 

Card B:

Card is looking good as well. It's not as versatile as Card A, but a recurring Pendulum Tuner is a big boon, it gets Normal Monster support and is barely searchable by "Summoner's Art", also the Pendulum Effect further assists with Synchro Summon and getting the card in the Extra Deck sooner. The typing is a bit odd but also cool; I really like to see underused typings like these. A Tuner with a Level5 it ought to open strong Synchros, too, namely Ultimaya. Gofu + Card B, anyone? xD

 

 

Anyway, both cards look good, but I'm voting for Card A due to its versatility and splashability, and the self-banishment keeping it on check.

Card A's pendulum effect returns staple spell/trap cards like solemn strike without any real cost, though you need to chain it right after the card is sent to the graveyard during its activation chain for this to work.

 

Card B is better and good for winged beast decks.

 

However, neither of these takes into account the fact that most pendulum tuners I know of have a restriction that prevents you from pendulum summoning it back next turn if you synchro using it outside of certain conditions. EG the magician pendulum card that goes back to the deck unless all other materials are Odd-Eyes monsters (I forgot its name).

 

Therefore I vote Card C.

 

If there are pendulum tuners that don't have the restrictions I mentioned in the game now, feel free to discard this vote.

You're thinking of Nobledragon Magician, which does shuffle itself if you aren't using Odd-Eyes, and only usable for Dragon Synchros.

 

But that being said, Performapal Odd-Eyes Synchron does not have a condition that limits what you can summon with it. That's basically the only one that doesn't have a restriction. Orthros just has a summon restriction if you SS it, but otherwise nothing is stopping you from summoning whatever you want if it's NS'd. White Wing banishes itself if it was P-Summoned and used to Synchro, but you can summon anything you want with it.

 

Everything else does have a restriction or some form of drawback (Luster Pendulum only has one target, Tune Magician requires you to use other Magician Pendulums and can't be summoned from ED, Domino Butterfly locks you into WIND Machines/Dragons and banishes itself if P-Summoned.)

Sorry this took so long to post. Card B may enable blackwing variants that use pendulums, though one might need more then 1 relevant pendulum card to do so. Like a few more winged-beast type pendulums with a good effects. Raidraptors probably wouldn't use it since they are an xyz deck. I haven't seen a lot of the recent sets so there may be pendulum blackwings out already though.

 

I forgot to mention that both of these are Odd-Eyes searchable, which will help card B especially. B can also be searched by summoners art.

 

Nonetheless, I still vote card C for the reasons stated above

Want to point out that I did overlook 2 things about Card A:

- As Snatch Steal highlighted, its card recovery Pendulum effect applies on cards sent to the grave from using them, not only when sent there by a card effect (milling, removal); that makes it dangerous as it lets you re-use certain cards with no hard OPT like ROTA and such, all while breaking even.

- The self-banishment only applies when using the other Synchro Material from hand; I thought it applied whenever you used it for a Synchro Summon.

 

Still,  my vote remains on Card A due to its versatility and offering something to every deck, while Card B is more or less limited to Wing Beast decks, but if the above effects were as I thought they were, it would be golden IMO.
