While a player has 7 or more cards in their hand, they cannot Summon, Set, or activate cards from their hand.

As a question for the card, why 8 cards instead of 7?

I kept bouncing around between those two numbers honestly...  While this card is slow and requires some set up, it does have drastic magnitude if its conditions are met; I mean it basically skips the players turn for them to be punching bag of possibilities. So it is me kind of being possibly overly cautious.

 

Additionally I have been looking at these two in particular who can keep the condition met easily if it was 7

Not to mention there are other force draw cards that can maintain the condition...

Infinite Cards + Spatial Collapse or some other way to lock the field off would be a way to make this work. Former removes the hand limit, so you are not forced to discard, whereas the latter limits how many cards you can play. (Ground Collapse + field clogging also work, but it's added labor and not guaranteed to always be successful). I mean, there's stuff like Gift of Greed which forces the opponent to draw 2 cards. That, or punish Desires plays if they use it off a full hand (turn 2 anyway). 

 

Unless you activate this quickly, opponent is likely going to burn their hand and keep it under 7 so they can play. Even with the massive search power a lot of Decks have, don't think they ever go past 6 cards at max (least from what I've seen). If this were posted before the new banlist, suppose you could use this to punish players who took the Maxx "C" challenge against SS-heavy Decks. You can probably still do it, but it's less likely to occur. 

 

tl;dr, a lot of the ways you can force the opponent to meet the conditions are gimmicky as heck, but if you can get them to this point, they might as well quit.

An interesting lock card. This would mean if your opponent drew an additional card after having 6, they can't do anything. Even after the End Phase where they must discard 1, unless you or your opponent activates a card or effect that discards card(s) from your opponent's hand, they'll be back to 7 cards during their next Draw Phase. It'd be an amusing counter against Decks with a lot of adding, like Exodia and even Zoodiac to an extent. I was going to suggest drop it to 6.

Poor Exodia decks. If they were unable to use the draw power and defense in their hands, they'd be screwed over so badly.

 

Overall, it's a good card. However, I wouldn't run it, simply because I rarely see someone having more than 6 cards in their hand at a time. Obviously, Exodia is a big exception, but in terms of Performapals/ages, Blue-Eyes, Artifacts, et cetera, it's uncommon for me to witness someone's hand going above 6 cards. It's brilliant for anti-Exodia, though.

Well ideally it is suppose to accommodate the gimmicky decks that force your opponent to draw cards... Stunning your opponent when they stock too much resources or managed to get a huge hand advantage out of the blue is more of a situational bonus.

I don't like the card: all you have to do is to get the opponent to have 7 cards, ideally on your first turn and you are the opponent duelist, and he/she will be pretty much locked out of for the rest of the game unless he/she happens to have a Galaxy Cyclone or anything similar in the deck that he/she eventually draws and discard due to the hand limit penalty.

This can be accomplished with the assistance of the aforementioned Gift of Greed, also the tails result of Cup of Ace, and even Magical Contract Door if you are that desperate.
