I decided it would be better to ask after reading the rules here: https://forum.yugiohcardmaker.net/forum-40/announcement-61-yu-gi-oh-cardmaker-forum-rules/ and not seeing anything specific at first glance. That way if there was a need to make clarifications or edits the process could be done publicly.

 

Should I just PM a moderator next time or something?

If you wish to check that an image/discussion is permissible, then yes, PMing would be a good idea (better you find out early than post it and get penalized). Although, this only covers stuff like sexuality and graphic content. 

 

While the middle finger is an obscene gesture, there's nothing "graphic" about it.

Its also from a kids cartoons, meaning its safe even if its dumb bizarre like invader zim or courage
