So an idea with Link Monsters for some form of evolutionary concept for old cards could be EX variants requiring said ace card along other things for them and all being Link 3's as well.

Dark Magician EX

DARK

Link: DL,U,DR

Spellcaster/Link/Effect

"Dark Magician" + 2 Spellcaster Monsters

Must be Link Summoned and cannot be Special Summoned by other ways. Increase this cards ATK by 300 for each of your banished Spell Cards. Once per turn (Quick Effect): you can tribute 1 monster in a zone this card points to; activate 1 Spell Card from your GY by banishing it.

ATK/2500 LINK-3

Ruling for D.M.EX - If a Spell has a condition for activating it, you need to meet that condition for it to work.

Elemental HERO Neos EX

LIGHT

Link: DL,U,DR

Warrior/Link/Effect

"Elemental HERO Neos" + 2 Non-Token Monster

Must be Link Summoned and cannot be Special Summoned by other ways. When this card is Link Summoned, you can activate 1 "Neo Space" from your deck or GY. Once per turn: you can shuffle 1 "Neo-Spacian" from your side of the field into your deck, then, Special Summon 1 "Neos" Fusion Monster who list the monster that was shuffled into your deck as a Fusion Material ignoring its summoning condition.

ATK/2500 LINK-3

Stardust Dragon EX

WIND

Link: DL,D,DR

Dragon/Link/Effect

1 "Stardust" Dragon Synchro Monster + 2 Tuner Monsters

Must be Link Summoned and cannot be Special Summoned by other ways. When this card is Link Summoned, you can Special Summon 1 "Stardust" Dragon Synchro Monster from your graveyard to a zone this card points to but the summoned monster cannot attack. Once per turn (quick effect): you can target this card or 1 monster in a zone this card points to; the targeted monster is unaffected by your opponents card effects and cannot be destroyed as a result of battle until the End Phase that turn.

ATK/2500 LINK-3

Number 39: Utopia EX

LIGHT

Link: L,D,R

Warrior/Link/Effect

1 "Utopia" Xyz Monster + 2 Level 4 Monsters

Must be Link Summoned and cannot be Special Summoned by other ways. When this card is Link Summoned, increase this cards ATK by 500 for each Xyz Material attached to a Xyz Monster that was used as a Link Material to summon this card. Twice per turn (Quick Effect): when a monster attacks while theirs a monster in a zone this card points to, you can negate that attack.

ATK/2500 LINK-3

Odd-Eyes Pendulum Dragon EX

DARK

Link: DL,D,DR

Dragon/Link/Effect

"Odd-Eyes Pendulum Dragon" + 2 Pendulum Monsters

Alright, let's see what you made, but as a whole, I do not think the Decks in question will even want to summon these (even if they open up linked zones).

Dark Magician

This really boils down to being more of a chore to summon than Ebon High / Illusion or even some of the other Rank 7 stuff they run. Yeah, it is the Graveyard analog to High Magician with less restrictions on what it can trigger, but it's a lot harder to summon. In the context of Dark Magician.dek, I really don't see this being summoned (except with maybe Robe/Rod if applicable). Also having Decode Talker arrows doesn't really help its case much unless it's taking up your EMZ.

Neos

You know by now how many issues Neos has in getting himself out, so making another evolution that requires this + non-Token monsters isn't helping him any further. Yes, you have Alius to sort of alleviate that, but Neo-Spacians as a whole are horribly outdated. Least you can trigger Neo Space and one card Fusion Summon one of the bosses, but it still does nothing to alleviate summoning said Neo-Spacians in the first place.

Stardust

At least you get the monster you used as a Link Material back, so that's good. (Then again, you'll probably want OG Stardust back so you can Tribute it and then summon it to a non-Linked zone + attack with it). Protection is fine.

Utopia

This one at least has the advantage of being summonable in most Decks, though at most, it's more of a glorified 39 (can't argue with 2 attack negations per turn for the most part). Attack bonus is generous enough if you summon this from original Utopia (because I really cannot see you using S39 for this unless it got Chain'd or something). Markers are alright, but most of the time, you're only summoning this in the EMZ unless you prior Linked earlier.

Odd-Eyes

(You can't Tribute cards in the Pendulum Zone; closest thing you'd want is destroy.)

Don't think Odd-Eyes and friends will have any issues summoning this turn 1, and proceeding to setup. I do have some concern about its ATK getting massive with proper setup and the mechanics only slowing them down a bit, but that's about it. Protection is fine, and markers at least open up some of their old plays [this is where part of the previous concern comes from, at least later on].

====

Stardust, Utopia and Odd-Eyes are fine, and least have a chance to be viable in the current game. Other two have their own share of problems in being useful and/or being summoned in the first place.
