You can tribute this face up card; target 1 Cyberse Monster you control: the targeted monster can attack directly this turn. You can only activate each effect of "Booster Board" once per turn. ATK/500 DEF/1500 So Booster Board acts as Cyberse support where if a Cyberse Monster is Normal summoned you can special summon this card and also you can tribute it so one of your Cyberse monsters can attack directly where both effects have a hard OPT clause due to the Cyberse Synergy this card would have with them for generating Links and providing a means for making massive damage.
