Pendulum Effect:

You cannot Pendulum Summon monsters, except "D/D" monsters. This effect cannot be negated. Once per turn: you can move 1 D/D monster you control to a different monster zone you control.

Monster Effect:

During either player's turn: you can tribute this card from your hand or field, then target 1 D/D monster you control; banish it until the start of the next Battle Phase. If this card is summoned: you can declare 1 monster type; D/D cards you control are unaffected by the effects of monsters you control with that type this turn. The effects of monsters with that type cannot be activated in response to this effect. You can only use this effect of "D/D Savant Tycho" once per turn.

 

Design Notes:

- "Once per turn: you can move 1 D/D monster you control to a different monster zone you control." is used to get D/D/D monsters out of the extra monster zone so you can use it again for combos.

- "During either player's turn: you can tribute this card from your hand or field, then target 1 D/D monster you control; banish it until the start of the next Battle Phase." since extra deck monsters that return to the field return to the main monster zone, this also helps D/D get around link issues in addition to dodging effects. The monster will remain banished until a battle phase is conducted, regardless of how many turns have passed. Meaning that skipping the Battle Phase on a given turn won't prevent the monster from coming back, it will just delay it.

- If this card is summoned: you can declare 1 monster type; D/D cards you control are unaffected by the effects of monsters you control with that type this turn. The effects of monsters with that type cannot be activated in response to this effect. You can only use this effect of "D/D Savant Tycho" once per turn." This is meant to stop disruptive Zoodiac and true draco plays during your turn.

 

I'm not a D/D expert, however I remembered learning about Tycho Brahe in astronomy class and wanted to make this card because of that.
