That final effect is very combotastic, especially if they don't put a HOPT on it (REDMD!!!!!) while the other 2 effects along with it's 2400 ATK should allow it to help push for game. I want Markers' Change to be a good card, but in all honesty it either relies on you going second and your opponent summoning a Link Monster, or on you being able to achieve Extra Link despite having this card in your hand weighing it down. When I saw Resolve Boot Sector in the anime, I was struck by how much of an odd card it is. Almost all good field spells nowadays have a search effect, something that this card does not directly have. However, I don't think it's that bad of a card. Essentially, you can play 1 copy among the swarm of Terraformings and Set Rotations, and hopefully just grab it when you need it. Which is probably never, but whatever.
