Once per turn, during the Standby Phase: Place 1 Wall Counter on this card. Neither player can Summon a Link Monster whose Link is higher than the number of Wall Counters on this card. Neither player can Link Summon a monster with less Link Arrows than the monster on the field with the most Link Arrows. Monsters cannot declare an attack, except Link Monsters. If there are 2 or more Cyberse Link Monsters on the field: You can activate this effect; while this card is face-up on the field, negate the effects of all Cyberse monsters while they are in the hand, field, or GY, they cannot attack, they cannot be targeted for attacks, but does not prevent a player from attacking directly, also neither player can target them with card effects. If every Cyberse monster that was on the field at activation of the above effect leaves the field: Destroy this card.

Three Burst Shock Dragon is an excellent card. That final effect is very combotastic, especially if they don't put a HOPT on it (REDMD!!!!!) while the other 2 effects along with it's 2400 ATK should allow it to help push for game.

 

I want Markers' Change to be a good card, but in all honesty it either relies on you going second and your opponent summoning a Link Monster, or on you being able to achieve Extra Link despite having this card in your hand weighing it down.

 

When I saw Resolve Boot Sector in the anime, I was struck by how much of an odd card it is. Almost all good field spells nowadays have a search effect, something that this card does not directly have. However, I don't think it's that bad of a card. Essentially, you can play 1 copy among the swarm of Terraformings and Set Rotations, and hopefully just grab it when you need it. Which is probably never, but whatever.
