This is rather nice. It's like a Mage Power on crack but bound to level3 or lower monsters so most shouldn't reach a too high ATK, with a few exceptions like Magibullet The Kid. And while I do like that it searches whenever it reaches the grave, including when milled by Foolish Burial of Belongings, I feel the effect may be too good even if its limited to Level3 or lower monsters, as there are plenty of good picks within that range. How about adding a drawback similar to Sangan and Witch of Night Forest? make the effects of the added monster, or cards with its same nanme, not activable during that turn.
