Rules:
All Leaderboard rules apply
First to 3 votes or most votes by deadline wins.
All voters must elaborate on their votes or else the vote will be rejected.
Both contestants have the right to refuse votes, but must explain why they don't accept it.
Card C votes are allowed in case the voter thinks both cards don't deserve a vote but must elaborate on why he/she thinks so.
Cards must be PM'd to me.
Written cards are allowed.
Remove any evidence of the card being made by you to ensure anonymity
In case a downtime or an emergency happens, the deadlines may be extended.


Deadlines:
The deadline for cards is 48 hours after challenge has been accepted.
The deadline for votes is 96 hours (4 days) after cards have been posted.
In case of a challenger failing to meet the above deadline without explanation, the challenger slot will open up again, at which point it becomes first-come-first-serve between the previous challenger's and new submissions.

 

Requirement:

 

Make a Zombie-type Pendulum monster (Legacy)

 

Card A:

If a monster is Special Summoned from the Graveyard to your side of the field, it isn't affected by your opponent's card effects until the End Phase. 
You can only Special Summon 1 "Rebirth Jb" per turn. You can banish this face-up card; Special Summon 1 Zombie-type monster from your Graveyard, except "Rebirth Jb". You can tribute this face-up card; Special Summon 1 of your banished monsters, except "Rebirth Jb".

 

Card B:

When this card is activated, if you control no cards in your other Pendulum Zone: You can send 1 card from your Deck to the GY. During your Main Phase: You can Special Summon 1 Level 4 or lower Zombie monster from your GY. You cannot Normal Summon/Set monsters during the turn you activate this effect. You can only use this effect of "Felia, Princess of the Underworld" once per turn.

If this card is Pendulum Summoned or flipped face-up: You can target 1 Level 4 or lower monster in your GY; Special Summon it in face-up Defense Position. During your Standby Phase: You can banish this card from your GY, then target 1 Zombie monster your opponent controls; take control of it. You can only use 1 "Felia, Princess of the Underworld" monster effect per turn, and only once that turn.

(Inactivity should've been expected in this section, especially now that school's up for most users [and suppose a few of the usuals are in crisis mode in the states right now])

 

Card A

 

Card on its own is fine. Both of its monster effects act as more revival (latter being a way to circumvent banish heavy Decks, which do kill Zombies to an extent, barring Shiranui). Speaking of them, I don't think they really want this card, though if all else fails, guess they can use it as a side or something. P-effect is technically generic, but least your opponent can't chain Strike or w/e for a while (and GY revival is pretty common nowadays, if not the norm).

 

Scale is on the iffy end, but most Zombies seeing play are Level 6 and under anyway (Main Deck-wise), so it works out fine. Or just use it as a lone Scale to get its effect going. 

 

Card B

 

Oh look, it's a Foolish Burial clone for Zombies (which gets them where they need to be for the most part; including milling the key ones used to advance more summons, *cough Mezuki, etc. *) I mean, it's not a bad thing (though Burial itself got Limited for just milling monsters, so...take that into consideration). P-effect reviving stuff is okay, considering limitations.

 

Monster effect is more/less geared towards Zombie World plays, because second part is useless unless you're in mirror matches (or if Vendreads end up being more dominant in the meta). Given this is a Pendulum, unless you discard it from the hand or something, not sure how you're getting into the GY, bar for Foolish or Gozuki. Then again, not sure how often Zombies even Pendulum Summon nowadays, if they do (so at best, it's just a lone Scale; same could probably be said about A for the most part.)

Card A: Tributes/banishes self to summon Zombie from GY or banished area (yes, this isn't an actual zone, but you know this refers to banished monsters) and gives effect immunity to monsters SS'd from the grave for that turn. 

 

Card B: Copy of Foolish Burial when activated as lone Scale, revives self and combos with Zombie World for plays similar to Number 11; with a strict OPT.

I'll give it to B this time, because it does fit into Zombies without completely compromising what they can already do without screwing over consistency.

 

A's effects are all nice for Zombies (especially the revival effect), but as I mentioned above, unless you're trying to recur Mezuki or something, not sure how that second effect will work out in the long run (as you cannot retrieve another copy of this anyway). Also a slight note about the P-effect / blanket protection; it doesn't have a type limiter so any Deck that revives from the GY often can/will abuse this to evade Strike and others. (P-effect is generic; monster effect is more in-theme).
