Effect:

During your Main Phase 1, if there are no card's on either player's field, you can Special Summon this card (from your hand or GY). When this card is Special Summon by this way, neither player can Summon or Set any monster until your next Standby Phase.

doesn't seems fair to me. as you can just go 1st OR clear the board with generic things like Dark Hole, Torrent, Black Rose, etc. which then you proceed to play this card ans Set 5 lockdown card. 1000 is quite substantial number in this case and can be boosted further say like mage power or heck any boost so it can finish your opponent faster

Agreed with the above. Allowing no Summons at all can be overpowering, and getting the board clear of monsters is not that difficult with stuff like Raigeki, x2 Dark Hole, Black Rose Dragon, Kaiju Slumber + Kaijus with same ATK (Thunder King - Jizukiru), an of course in an opening turn. Not to mention that it can get some Level1 support; for instance, you can do things like Normal Summoning Mystic Piper, play Arf Thou to grab this, Tribute Piper with its effect for the draw, clearing the board to drop this.

 

I suggest to water down the lock to only Special Summons; that way at least you let the opponent try to answer this with a Normal Summon/Set.

Now you overnerfed it, in my opinion. I mean, you Summon this and then... what would you do? You pretty much play and/or Set your Spell/Traps and pass your turn, and while the opponent may not be able to Summon anything, it still can play/Set its Spell/Traps and also it gets the card from the Draw Phase that can put it ahead. Well, to be fair you will have this monster on the board for some plays, so that means it would be a niche card useful in decks that I cannot think of at the moment. Some loopy plays come to mind by using it as fodder for a Spell/Traps and then Summon it again with its on effect, but that requires the opponent not to place any Spell/Trap.

Clearing the field from both monsters and Spell/Traps won't be as practical, either.

It definitely gives you an advantage. I'm still pondering though, on how big is that advantage exactly.

 

You going first definitely opens it up, but at any other point in the game you'd pretty much have to resolve a Black Rose Dragon. 

You cannot take advantage of anything except setting your backrow after that. Then your opponent's turn pretty much just serves to set backrow as well. 

Then your turn comes and you don't need to worry about monsters, which means they need to have Solemns and other such cards to stop you.... It does nerf them but doesn't leave them naked... sometimes.

 

Another noteworthy trait is that it doesn't auto-banishes or restrict re use in the future in any way, so as long as you can nuke the field again later (and the game isn't already over), you can get these such a play a few more times.

 

I think the card is not broken by any means. The advantage I think is not completely worth it, but it is still there in an unusual way.

I'd try out the play with Black Rose in a deck, personally. Sounds fun and annoying for the opponent.
