Monster Register

This is an example of one of those cards that would have been too good before power creep but is now straightforward and helpful to Deck Out builds. I personally love that strategy, so to mill your opponent's Deck for a ton of cards whenever they summon Ultimate Conductor Tyranno or swarm in basically any Deck, is a huge plus.

 

It's also balanced because of its cost and vulnerability to back row removal. You may want to have a control 1 clause though, because controlling 3 of these would deck your opponent out in no time. Also, maybe this should apply to your own Deck as well, or to only a certain kind of monster, or monsters summoned from a specific place.

 

Essentially, you almost nailed it.

This wouldn't be used to mill the opponent. It would be used to mill yourself.

 

Infernoids basically get endless value off of this card, as it fuels their continuous plays, which in turn trigger this more.

 

The only real balancing factor is that it is a trap, meaning the controller is forced to wait a turn. This is super sketchy, as it means the card is either dead, or absolutely broken, neither of which are a good idea.

 

There are tons of anime/manga cards that shouldn't exist in the actual game, and this is one of them.

This is actually an anime card. Everyone forgets Jaden used Glowmoss to beat a mill deck. 

 

Anyways, this card is a bit troublesome. If it were to be released today, as giga said, infernoids would be tier 0. 

 

If it got reworked into just special summons, infernoids would still be tier 0 because that's all they do. 

 

If it got reworked into just normal summons, it would be useless for a deck-out wincon.

 

If it was reworked into just the opponent, it would be a garbage card with only 1 decklist.

 

If it got reworked into once per player per turn, with the controller choosing when to use it on the opp, I think It would be alright. 

 

 

If you Summon a monster(s): You can send cards from the top of your Deck to the GY equal to the Level(s) of the Summoned monster(s). 

If your opponent Summons a monster(s): You can send cards from the top of your opponent's Deck to the GY equal to the Level(s) of the Summoned monster(s). You can only use each effect of "Monster Register" once per turn.
