The archetype seems interesting. The Mother series is a great set of games. I like the way they work, but I wish your Cosmic Counters had more versatility. At the moment they seem to only be relevant to a few monsters. Yes, they can be placed on your cards by a bunch of them, but without effective means of getting out the Starmen, you really are at the mercy of anything your opponent has. I'll give it a 6.5/10 for now. The cards have potential, and I really feel like they could do something great. Unfortunately, at the moment they are just a rather lackluster stall deck that has a hard time walling much.
