When this card is Link Summoned, inflict 500 points of damage to your opponent for each Dragon Monster that was used as a Link Material. When this card destroys a Monster as a result of Battle, inflict damage to your opponent equal to the ATK of the destroyed monster. If this card attacks a defence position Monster, inflict piercing battle damage. When this card leaves the field, you can Special Summon 1 FIRE Dragon Monster from your Hand, Deck or GY to your side of the field. You can only activate this effect of "Kaiser Flare the Blazing Overdragon Lord" once per turn.

So considering that we got the Link version of Little Chimera, this card is the ultimate creature for FIRE Monsters where it deals damage to your opponent when summoned for each Dragon used as a Link Material, deals damage to the ATK of a monster it destroys and can inflict piercing damage, then if it leaves the field, it allows you to summon a FIRE Dragon monster from hand, deck or grave to your field.

 

This deck could see play effectly in Fire Fist when combined with link 2 Little Chimera but also if your able to utilize fire Dragon Monsters you can also push for some Extra Burn damage.

A word of note, OCG/card grammar is not this member's strong suit (and has not been). As long as you can understand what he wants (and Konami has not been consistent lately), you should not have to fix grammar. 

 

3+ FIRE monsters
When this card is Link Summoned: Your opponent takes 500 damage for each Dragon monster that was used as Link Material. When this card destroys a monster by battle: Your opponent takes damage equal to that monster's ATK. When this card attacks a Defense Position monster, inflict piercing battle damage to your opponent. If this card leaves the field: You can Special Summon 1 FIRE Dragon monster from your hand, Deck or GY.

To be honest, I'm really not seeing a Deck where this can be used efficiently. FIRE Dragons aren't a thing right now, or really, FIRE decks aren't really good right now (compared to current meta). I mean, you do have stuff like Fire Fists and Metalfoes that can make it if you survive long enough (and even have space to make this in there).

 

So...if you even bother to make this card, it's just burn / damage all day and I'm pretty sure they got better things to do than expending 5 mats into a monster that's jsut battle fodder and supports a very rare Type/Attribute combo. The last effect does raise some concern, but mostly reviving itself in an infinite loop. I would say to put an "except (this card's name)" clause, but then there are no decent FIRE Dragons nowadays, except maybe the Horus the Black Flame series and Tyrant Dragon.

 

Just put a hard OPT on its summon effect, and you should be okay.

tl;dr, only way you're making this is in Fire Fists / Metalfoes is seeing relevant play at this time, because if you have time to try teching viable FIRE Dragons, you have better things to be doing than trying to max out the burn for this card's 1st effect. The always burning effect goes fine with the FIRE theme, but that's literally all it does.
