You can Special Summon this card (from your hand) when your Normal Summon a monster. Once per turn, during your Standby Phase, You can declare a Level from 1 to 8; this card becomes that Level until the End Phase. Sure, you can't Normal Summon it, but it's not impossible to Summon aside from its own effect (especially since it gets support from One For One).
