If this card is Link Summoned: You can discard up to 2 cards; Special Summon "Blue-Eyes" monsters from your hand, Deck, or Graveyard equal to the number of cards discarded to your zones this card points to. Dragon-Type monsters this card points to are unaffected by your opponent's card effects.

 

Honestly, Blue-Eyes Decks might not rely on the Extra Deck that much, but a lot of archetypes are getting Link support, like Burning Abyss and Qli, so I figured... why not? On a side note, having this in your Extra Monster Zone and Number 38: Hope Harbinger Dragon Titanic Galaxy in one of the two Monster Zones this card points to is really hard to break.

Certainly doesn't help Blue-Eyes though, there are few times when Blue-eyes has monsters on the field where they want to go into the extra deck. 

 

1 tuner eyes of blue and 1 blues: rather make one of the Synchros

2 Blue-eye: rather make no.38.

 

and what are you going to do with 2 eyes of blue? sure if you have sage in hand you could target a maiden and make an XYZ or synchro. But in reality? nope.The cost is a bit steep and Blue-eyes already has plenty of better uses for them with trade in and cards of consonance so it doesn't seem as good as you'd expect.

 

I'd rather just make Crystron Needlefiber when the need arises and actually go plus instead of even in blue eyes. Then there will be the generic LIGHT link coming something and that has the same summoning condition....

 

 
Maybe make it invisible while it points to a lv8 dragon? and remove the discard cost? It's so easy to run over it so the no38 lock isn't as good as it may seem
