Quick-Play Spell Card

Tribute 1 "HERO" monster that has a Level; Special Summo 2 "HERO Tokens" (Warrior/Atributte ?/Level ?/ATK 1000/DEF 1000). Their Atributtes and Levels become the Tributed monster's. You can only activate 1 "Change of Plans" per turn.

Tribute 1 "HERO" monster; Special Summon any number of "HERO Tokens", but no more than the Level of the Tributed monster's minus 1. (This way the token(s) will be at least level 1)

"Also their Level(s) become the Tributed monster's minus the number of Tokens Summoned by this effect"

monsters gotta have at least I level.

So HERO link monster abuse? (also other extra deck spam) 1 hero monster + this spell = getting 2 or possibly more token monsters. now time to link summon. Could easily get code talker (using only 2 cards)

This card needs some major grammar modifications. Here is my rendition, shortened some of the wording and fixed some of the grammatical errors.

Tribute 1 "HERO" monster: Special Summon any number of "HERO Tokens" (Warrior/Level ?/ATK 0/DEF 0), up to the Tributed monster's Level, with the same Attribute as the Tributed monster, also their Level(s) become equal to the Tributed monster's Level minus the number of Tokens Summoned by this effect (min. 1). You can only activate 1 "Change of Plans" per turn.

Now, the card itself, definitely needs a summon restriction, because despite this requiring a HERO monster, you can still easily turn 1 Level 4 HERO into 4 Tokens for Link Summon shenanigans, or even Tribute monster shenanigans (aka the reason why Scapegoat is the way it is). "Cannot Summon monsters this turn except HERO monsters" probably would suffice, or maybe you could change it to only summoning tokens equal to half the Tributed monster's Level (rounded down); I don't think there are any easily-splashable Level 6 or higher HEROs you can abuse this with, and I'm too lazy to check all 70 of them.
