You're basically letting them search Imperial Order, Vanity or Judgment. Then again, it can counter any of those. I get it's basically a Counter Hand Trap version of Trap Stun (alright I'm seeing the point), but you're going -2 and have to pay a hefty amount of LP. As game design goes, it's a bit stupid. Let us see a duel where both players end up halving their own LP several times through Solemns and this, and let their play someday be reduced to Counter Counter exchange and a single hit for game xD I have mixed feelings that the threat of removal is THAT big that you'd pay half the LP every time, but I guess I understand where it's coming from. It negates that trap, prevents your opponent from activating traps for the rest of the turn, then returns that trap to its original (set) position and lets your opponent grab another trap from their deck and set it. The hand-activation is what sells the card and makes it shine. Not really concerned about it giving your opponent resources considering how simple those are to remove these days. Annoying that people, in general, moved towards hand traps instead of trap traps, though, so this card is really nothing more than a side-deck piece unless the game makes a dramatic shift in its play environment sometime soon.
