Pot of the Barren Land
[Quick-Play Spell]
If there are no monsters on the field: Draw 2 cards. You cannot Special Summon face-up monsters for the rest of the turn. You can only activate 1 "Pot of the Barren Land" per turn. You cannot activate this card if there is a "Pot of the Barren Land" in your GY.

The condition is simple: 
If you have it in the opening hand and go first or if there is a field nuke, you can activate this card.
Though it depends on if your opponent's board doesn't have self-protection or floating capabilities.
 
After the effect, you have to rely on your Normal Summon/Set of the turn or only on effects that Special Summon face-down.
Yes you can use it during the opponent's turn to not worry about the Special Summon drawback, if your opponent doesn't come back from a Torrential Tribute right away... or I'm fairly positive the scenarios aren't gonna be ideal.
 
You can use it again during the duel, if the first copy gets retrieved by DMoC, Magician of Faith, Magical Stone Excavation, or banished by something like Soul Release or Dark Law. Some of those scenarios require different states than what you had when it got banished (Dark Law/DMoC can no longer be on the field by the time you get to use it for example).


 
The flavor is supposed to be a treasure left behind on the battlefield (after a nuke) and retrieved by a small exploration group or a single member (because you cannot Special Summon after you use it). Though it can be used turn 1 so that flavor didn't cover 100% of the scenario.
 

Also, I kinda got the idea to make this after reading the Pot of Desperation thread at the Casual Cards section.

Well, in a way the first turn is also a barren land because there is nothing yet.

You can be pro and tech Spell Striker to banish copy #1 and enable the 2nd one :v

Good to see you are aware this shines in the first turn, although nowadays with the semi "1st turn killer board" meta you may not appreciate the SSummon lock. On the other hand, decks that already run Cards of Demise should have little issues with adding this. True Dracos, or whatever it's left of them, may appreciate this.

 

Overall a solid card, IMO. Pot of Desires may still be preferred because of its lack of SSummon restrictions, but that card and this one don't exactly outclass each other since some decks can't afford to run Desires due to running low number of key cards, and that's where this card may come in and offer them some draw power.

Yeah this is meant to be easy to trigger but also be against aiding the further extension of the turn 1 unbreakable board mentality. Good old Pot of Greed that gets more meaningless the more reactive and fast the game gets.

 

Though as you said, this helps the same kinds of decks that already benefit from Card of Demise, which includes Chain Burn, and I'm not sure how to feel about that. xD

True. Chain Burn would be a concern. How about taking a page from Ties of Brethren and locking damage, instead of the SSummon lock? That would also make it closer to Desires without  outclassing it yet IMO because the requirement of a board clear of monsters. Even on Turn1 it wouldn't be stronger than Desires.
