If you have no cards in your other Pendulum Zone: You can destroy this card, and if you do, add 1 Level 7 or lower "Mythical Beast" Effect Monster from your Deck to your hand. You can only use this effect of "Mythical Beast Master Cerberus" once per turn.

Each time a Spell Card is activated, place 2 Spell Counters on this card when that Spell resolves. Cannot be destroyed by card effects, while 4 or more Spell Counters are on your field. Once per turn: You can remove 4 Spell Counters from your field, then target 1 monster your opponent controls; banish it face-up, and if you do, this card gains ATK equal to the banished monster's original ATK until the end of the opponent's turn.

If you have no cards in your other Pendulum Zone: You can destroy this card, and if you do, Special Summon 1 face-up "Mythical Beast" Pendulum Monster from your Extra Deck, except "Mythical Beast Jackal King". You can only use this effect of "Mythical Beast Jackal King" once per turn.

Each time a Spell is activated, place 2 Spell Counters on this card when that Spell resolves. Once per turn, when an opponent activates a monster effect (Quick Effect): You can remove 2 Spell Counters from your field; negate the activation, and if you do, destroy that card.

 
Working on a similar premise to Abyss Actor - Curtain Raiser, these two cards form a typical 3 copies/1 copy engine. They allow you to field a fairly strong Pendulum Monster (Spellcaster, for where the two matter), without relying on a clear frontrow to make it work. Instead, it opts for clear Pendulum Scales.
 
Master Cerberus searches out Jackal King, who then pops itself to summon Master Cerberus back from the Extra Deck. Sure, this takes up an Extra Monster Zone/Linked Zone, but it's relatively unimportant when you are using it to make Heavymetalfoes Electrumite.
 
The engine is also fairly versatile, serving different roles depending on who gets first turn.
 
If you're on the play, then you set up Mythical Beast Jackal King in the Extra Deck. This card is an astonishingly easy to fuel monster negator, remniscent Kozmo Dark Witch. If you (or your opponent) plays a single spell after it's summoned, it's live. There are many fairly basic plays that can lead to generating power boards that end with this as a topper, with monsters like Topologic Trisbaena or Odd-Eyes Vortex Dragon alongside it. The sheer quality of this card's monster effect leads me to like it more than Curtain Raiser, because of the stronger T1 potential it adds to the hands where you need that sort of effect.
 
However, if you're on the draw, Mythical Beast Master Cerberus has you covered. 2800 ATK is nothing to scoff at, and it has another fairly easy to proc monster effect. This time, it's removal and even more beatsticking potential. While it's not always going to be possible to give it the 4 counters (2 spells) it requires... You have to keep in mind that this is an engine for Pendulum decks. The chances of not being able to are pretty low, because even mismatched scales can be placed, given that this will be laddering into Electrumite or leading to a swift beatdown.
 
However, you absolutely have to acknowledge the brick potential. We are talking about Pendulums after all, and that mechanic tends to either be a bit bricky or a little on the low output end, if not both. Adding more bricks might not be worth it. The Scale of 4 for both isn't great either, though some Pendulum decks can make do if they must.
 
Electrumite can alleviate drawing multiples, but you still don't want to do that if you can help it. 
 
Finally, the level of Master Cerberus, 8, is less than ideal.
 
This means that the engine is slightly worse in multiples than Curtain Raiser, with the potential to be worse going forward in the duel due to the empty scale requirement/risk of dead draw, though I think that might be a deck-by-deck case.
 
At the end of the day, I think both are worth considering, and that they may perform better in some decks than others. DARK is better thanb LIGHT, but Spellcaster is an arguably better type, while Level 4 is generally better. Curtain Raiser has a better scale, but it's also not going to do as much for you T1 unless you're going into Number 41: Bagooska the Terribly Tired Tapir or Tornado Dragon. The Beasts can work in conjunction with cards like Gofu and better work with Grinder Golem, leading to less conflict with your other cards.
 
tl;dr, it's an alternative to Curtain Raiser with some very different merits.

To me I find it funny how with these Mystical Beast cards that Mystical Beast of Serket is apart of this archetype where if you could effectively use Serket and Temple of the Kings with these to get a Blue Eyes Ultimate Dragon and you can even use Phantom of Chaos to help meet Temple of the Kings requirements for this.

 

Still I doubt people would use these cards (mainly Serket) in Mystical Beasts since its Pendulum/Spell Counter focused.

Mythical Beast =/= Mystical Beast

 

I'm a big fan of this engine, both in and out of Mythical Beast decks.
