You can only use the Pendulum Effect of this card’s name once per turn.
(1) You can discard 1 card; add 1 face-up Dragon monster from your Extra Deck to your hand.
Monster Effect:
You can only use the (1) and (2) Monster Effects of this card’s name once per turn respectively.
(1) If there’s 2 cards in your Pendulum Zones, and there is a face-up “Odd-Eyes” Pendulum Monster in your Extra Deck: You can Special Summon this card from your hand, but you cannot Pendulum Summon during that turn.
(2) If this card battles an opponent’s monster, during damage calculation: You can activate this effect. During that damage calculation only, that opponent’s monster loses 1000 ATK for each face-up Pendulum Monster in your Extra Deck.

 

So another Odd-Eyes, and well, there isn't a whole lot to say about these anymore, they just kind of exist while Link Monsters are the new norm, not being bad, but just being kind of there to me. This one is no exception, on paper it's a decent card, plays well into avoiding the Extra Deck, has good stats and a good Pendulum Scale, but it has an effect that doesn't seem to matter, you can get this out with a Pendulum Summon just as fine, not sure why you wouldn't, and its ATK loss effect is fine, but they can already handle battling fine already. They have what they need in terms of Pendulum Monsters, they need a Link Monster that ties into their theme more-so, but probably unlikely to happen right away.

It's almost the same as the manga except it has a Pendulum Effect and gets a Pendulum Summon restriction for the first effect. Tbh that restriction is unnecessary and annoying.

 

Granted, they might have been worried about putting out another "free" Special Summon on a pendulum monster as a way to enable Electrumite before Pendulum Summoning.  It has relatively few hoops to jump through in total if the restriction wasn't there.

 

Overall, it's... there.  Fits in with other Odd-Eyes and their beatstick playstyle, but not much to say about it.

It’s honestly good. It gets back resources that are locked in ED, allowing you to convert advantage into better advantage.

 

What’s notable is that this is a scale 0 Odd-Eyes, which means it pairs well with arc pendulum.

 

But that’s also the problem. You see, you can Pendulum Summon Persona Dragon, as well as use it as a defensive tool. This has more utility in the scale, but it’s harder to take advantage of your cards if you cut Persona for this. It’s still really good, but it’s not quite as versatile and useful, overall.

 

It’s probablt a fine 2-of, mostly due to Astro.

 

And no, Odd-Eyes doesn’t “need” a Link. The deck is fine, Electrumite is insane.
