Requirements:

Create a card that supports a Normal Monster, or Normal Monsters in general!

Card A:

Land of the Prime
Field Spell

When this card is activated: Banish all Effect Monsters you control, face-down. You cannot Summon or Set Effect Monsters. The first time this card or a non-Effect Monster you control would be destroyed by a card effect, it is not destroyed. Once per turn: You can Special Summon 1 Normal Monster from your hand or GY. If your non-Effect Monster battles an opponent's monster, your opponent cannot activate cards or effects until the end of the Damage Step.

Card B

Scales of Purity

Continuous Trap

When this card is activated: You can Special Summon 1 Normal Monster from your Deck. If you Special Summon a non-Effect monster from the Extra Deck; you can shuffle 1 card your opponent controls into your Deck, and if you do, draw 1 card. If you control a Pendulum Monster(s), you can activate this card from your hand. If this card was not sent to the GY this turn: You can banish this card from your GY; add 2 Normal Pendulum Monsters with different names from your Deck or face-up in your Extra Deck to your hand, but you cannot Special Summon Effect Monsters until your next End Phase. You can only use each effect of this card's name once per turn.

Really put me to thing but going for Card C, if that's allowed.

Card A:

It's too taxing for what it does, IMO. Sure, you get 1 Normal every turn and to attack under Armades protection with your Normals but the drawbacks will barely let you do anything else. Even Normal decks want the support from Effect monsters here and there, but this won't even let you Summon them. And if you really want an army of Normals, you will have to get them in the GY first.

Card B:

At first was unsure because it's a more generic Unexpected Dai, but the 1-turn delay inherent of Traps should keep it fair. Then, the second effect seems scary when Pendulum Normals are a thing. Although you are already going out of your way with playing Pendulum Normals, so albeit pushing it, it should be manageable by the meta. But then I read the 3rd effect, which patches up the slowness of the first effect and may even enable follow-up plays in Pendulum decks by getting a Normal on the board. The last effect seems fair enough to me, but at this point is more of an overkilling icing on the cake.

Card A

It's searchable via Terraforming, Set Rotation and whatever else that supports Fields, but that's about it. The ban on all Effect Monsters hurts badly (and even banishing all Effect Monsters you control), since even in Vanilla decks, you still need SOME Effect monsters to provide support. Their backrow stuff at present isn't particularly great, save for a few outliers. Other effects are fine, including the slight protection, Armades clause and the SSing, but yeah, the no Effect Monster thing sucks.

To be honest, when was the last time you saw ANYONE use a Deck without Effect Monsters and managed to be successful?

Card B

Yeah, it's a better Unexpected Dai, but it's alright since it's a Trap Card (and you actually have to control a Pendulum to use it from the hand). Bouncing effect is technically limited to said Vanilla Pends (as I severely doubt one would waste Instant Fusion or something for the "vanilla" ED monsters); for the most part, Draconia series, Hallohallo (uh, and I do mean the actual card) and whatever Vanilla Pends you find worthwhile in 2018. Then again, recycling from the ED also helps too considering MR4 and if you can't get the Vanilla Links out or something (since they wouldn't be locked by the no Effect monster clause)

Then again, unlike card A, you can still USE Effect Monsters for the most part, sans the last part, but you don't lose any of them when this activates.

Voting B.

To discuss a bit about this, keep in mind that a notable non-Effect monster to Summon from Instant Fusion is Theseus, for the Needlefiber and Synchro plays. Also, it doesn't bounce, it spins into the Deck, which is an stronger form of removal.
