Beast Level 4 ATK 2000 DEF 0 LIGHT

 

Lore:

Cannot be Special Summoned from your Deck, can only be Normal Summoned when you Draw a Spell Card and activate it on the same turn. When this card declares an Attack on a Pendulum/XYZ/Link/Synchro monster, banish up to 5 Spell/Traps from your Deck or GY, this card gains 200 ATK for each banished Spell/Trap. When this card is destroyed by card effect; it is banished and you can add 1 of the banished Trap/Spell to your hand. This banished card can be Special Summoned to your field when a Level 3 or lower Beast-Type monster is Special Summoned to your field.

Mechanics of this card's Summon are pretty tricky to pull off. Unless you reveal the Spell Card in the first place, how are they supposed to know the card you activated was the card you drew? I would suggest something like this:

 

"Cannot be Normal Summoned/Set. Cannot be Special Summoned, except by its own effect. If you draw a Spell Card: You can reveal this card and that Spell Card in your hand until the End Phase of this turn, and if you do, if you activate that Spell Card this turn, immediately after that Spell Card's effect resolves, you can Special Summon this card from your hand."

 

More complex, and it doesn't use up your Normal Summon, but at least now it's more mechanically sound. Feel free to tweak it to move closer to your original intention.
 

As for the card itself...it seems like an odd mish-mash of effects. I really don't know what you were aiming for in the making of this card, with such an odd Summoning condition, specific Extra Deck boosting (which is really mediocre), that banish S/T searching AND that specific Beast plays. I really can't think of a Deck where this is worth the Deck space. What were you trying to accomplish/make here?

A Lv4 Beast monster at 2000/0.

 

Granted, it may be a heavy hitter for the level. But I'm not really a fan of losing 5 cards to gain 1000 ATK.

 

Remember, the deck limit is 60 cards. But unless I'm running a Spell/Trap heavy deck or a deck that recycles itself, this beast likely won't find a home in any of those 60 spots.
