During your opponent's turn (Quick Effect): You can Tribute 1 WATER monster you control, except this card, then target 1 monster on the field that was Special Summoned from the Extra Deck; shuffle that target into the Deck. Welp, this should've ended 6 hours ago, but I was busy with some renovating and retroactive post count increases for a few members.

Now to tiebreak (or well vote so this can get going)

Card A

As an Ice Barrier player, I do appreciate having another Extra Deck monster that provides some protection and is easier to summon than being reliant on Synchro Summoning the bosses or trying to R4 into Bahamut/Treatoad/Number 37, etc. As far as they go, you probably will be using 2 different Types. That being said, I am somewhat iffy on this banishing WATER monsters, especially since they lack any way of retrieving stuff (and Mirror doesn't trigger on self-banishing); at the same time though, they did need better searchers and also Triangle fuel if people still run it.

Discarding still sucks, but...if you gotta do it, might as well use them for Strategist or dump stuff Prior can revive later.

Card B

Technically speaking, this card is a generic Link for the most part (well, barring the Level 3 and under thing), but...let's move on. As far as targets go, this basically just searches Frogs and the other Nimbles barring Momonga and his cousin in terms of viable stuff; not that it's a bad thing because it does what's needed. Draw effect is fine for the most part, as is the bouncing thing. Most of the time, your opponent probably will have a ED monster out (probably a Link), so it works. But in application, this does feel like a Kirin of sorts as far as its last effect goes, even without the recurrence that Kirin has. At the same time, I guess you can go recycle stuff so you can trigger stuff once more. But then again, considering Frogs still exist and coupled with Treatoad and whatever, yeah. There's also the issue of Atlanteans under Legendary Ocean and well, on their own, even if they don't get the draw effect.

Obviously, I like both cards and would prefer not to have to vote against one of you, but I guess I'm giving it to A this time.

A gives protection for the most part, albeit being limited to a Deck that really needs it. To be fair, it does work with ANY WATER deck you can find space in, but Barriers get more mileage out of this. They needed something like this to get them somewhat competitive for 2018.

With B, although it technically isn't designed explicitly for those two Decks I mentioned above (Frogs and Atlanteans), I have my concerns about both finding ways to abuse this card, especially given the latter triggers when they go to the GY because of a WATER monster's effect. Former shouldn't be too bad as far as potential abuse goes (least factoring in Treatoad and stuff anyway)

With that being said, card A was Dova's, so...yeah, he gets the victory this time.
