I guess the return effect is to make up for the fact that Link Monsters can't change to Defense Position. It's got no cost, but the effect itself is rather harmless. Even on the off chance that you return a Link Monster to the hand, it's not fast or strong enough to cause any issue. For any other monster, it'd just be a minor inconvenience. You could set it, your opponent's first attacking monster doesn't destroy it. Then, when they proceed with an attack using a bigger body, you cancel out that attack or bounce it back to the hand/Extra Deck if you're lucky. It's cute.

If you want to go the really casual route, this would be kinda funny with some of those cards from Metal Raiders (what were they, Dream/Crass Clown) to trigger their destruction effects or whatever. Otherwise, yeah, it's basically Compulse against Links, which should say a bit (well, it's technically better and worse than that, but you get the point).

 

Other effect seems fine for the most part; nothing wrong with getting a direct attacker to finish off the opponent when needed. Granted, this will fall flat against something like Final Attack Orders or whatever forces you to stay in Attack Position (and prevents this card from changing), but who runs that anyway?

Looks good enough to me, but could be better. The first effect scares away Links, or translates to 1 less attack on your board. It would be among the few Normal Summonable Quick Effect disruptors. The closest is Whip Snake, which AFAIK did was teched in PPals as an optional extra layer of disruption. This may not get as much support as a PPal, but it has the pluses of hitting Links and being a Warrior, so good old ROTA comes in.

As for how it can better, if you lower its Level by a bit then it becomes more accessible through Isolde, and if on top of that you make it a Tuner, Needlefiber would be able to grab it.

 

There is Gaap too to keep monsters in Attack Position, although I don't know if they would be bounced, or if the monsters are successfully switched into Defense Position, then changed back again to Attack Position due to Orders/Gaap. I would think it's the latter since Wind-Up Rat can still use its effect under Gaap's effect.

While I can appreciate the idea of giving it that Extra bit of utility and purpose with multiple enablers... I kind of want to refrain from it because if I were in control of things... I wouldn't want Crystron Needlefiber to have more of a reason to get hit by the bans even if he already is a liability by himself. If anything I'd rather only Isolde be the only enabler of the 2 for something like this  because with that  at least you have to have certain number of the least used Spell Card Types in your Deck in order to use its enabling capabilities. Additionally, the card probably would lose novelty in Decks if it met the sweet spot of both enablers.
