How would this work with Fusions that require specific, listed materials? Would it require a duplicate of either material? What about Synchros? Would it need an extra Tuner, or a non-Tuner, or it allows for either?

 

I suggest a different way to write the effect:

 

(Quick Effect): You can discard this card; this turn, monsters require 1 additional Tribute or material to be Tribute, Ritual, Fusion, Synchro, Xyz or Link Summoned.

 

That still doesn't address the issues with Fusions and Synchros, though.

Until the TC answers your question, I suppose you're going to have to assume that Fusions will probably need another monster of some sort and with Synchros, probably added non-Tuner monster (i.e. generic 2-min ones go to 3 with 2 non-Tuner requirement). I don't know either; it's vague. 

 

As to answer the other thing about "why this is in Casual", there's a few reasons.

- No design/intent notes for the section (i.e. why did you make this / what is it supposed to be doing competitively). I don't know when the last time you came around in the section was, but that rule was already in place since mid-2016 and not something that got put out there just recently.

- Probably the ambiguity of how this effect is worded, least in regards to Fusion/Synchros with listed materials instead of (semi)-generic.

Well I guess this would kinda make Five-Headed Dragon impossible to summon.

Just as it is worded, 1 additional monster.
Not another copy of a material, not another tuner not a non tuner, just another monster.

1 Shaddoll + 1 EARTH monster turns into:
1 Shaddoll + 1 EARTH monster + 1 monster

Etc.
Really don't dig deeper than what's writtwn.

I actually left in 2015 so I did not see the new rule.

For the latter, you guys really dig deeper than needed.. It says 1 additional monster.

That means 1 additional monster it is.
Not another copy of a material, not another tuner, etc.
Simply another monster.
1 Tuner + 1 or more non-Tuners + 1 monster
1 Shaddoll + 1 DARK monster + 1 monster
Etc etc.

I see. Then the text could be more clear, if only for the sake of making it as understandable as possible.

Perhaps something like:

this turn, all monsters require 1 additional monster for their Tribute or Ritual Summon, also, Fusion, Synchro, Xyz and Link monsters in the Extra Deck are treated as if they included"+ 1 monster" in their original (printed) listed materials.

 

Or something among those lines.

Not to mention that "as a cost" isn't a term in YGO, so you have to change this wording.

Utopia is a Rank 4 that requires 2 Lv4 monsters. So requiring an extra material for him doesn't really hurt.

The effect could say:
When a player would Summon a monster(s): They must Tribute a monster; if not, any monster(s) Summoned during this turn are Banished.

That means, you necessarily need at least 3 monsters for its Synchro Summon. Since you are still under Synchro Summon mechanics, I believe you still have to complete the 8 Levels for Stardust, but with 3+ monsters in this case.

 

In the case of Xyz, for example Utopia, becomes:

2 Level 4 monsters + 1 monster

That means, for its Summon you need 2 Level 4s, plus a monster. Now, IDK if the card is intended to allow any monster, even if it has no Levels, or if it's limited to monsters with a Level, since normally Xyzs require monsters with the same Levels as its Rank. However, since mechanics like Xyz evolution exists, as well as Xyzs that break the "requires monsters with Levels equal to its Rank" mold like F0 - Utopic Future, I'm guessing you are able to use any monster.

Not quite. Normally you would use Future Fusion or Dragon's Mirror to Summon it, so this card would only require you to mill or banish 1 additional Dragon, respectively. Or if you are going with classic Poly, you can still use Dragons from the hand, and there are actually 6 Monster Zones now if you are going for the achievement of using only Dragons on the field.

As Darj already replied, and he's correct, you'll just need another material.

With the effect cleared up, it's too good IMO. It practically locks the opponent out from summoning anything, and even if it has the resources to establish any decent field, most likely will end up costing it the game due to the expenses. Dropping this on an opponent's starting turn should be such a nasty thing to do.

On the other hand, it arguably is as potent as Maxx C, which is still around in OCG and helps with keeping on check those 1st-turn killer boards, so this would be yet another tool to block such boards.

Thus, I would say this card sits on that gray area where is as good as Maxx C, but for some Maxx C is not a good card to have around due to its "you can't play YGO" nature. Personally, I like having Maxx C around to stop such killer boards so I would welcome a card like this, but that's a personal preference.

 

As for the artwork, it looks really good. It does look like art I would expect on an official YGO card, albeit from the earlier times, with the simple backgrounds and all. If you are just starting with making your own arts, then you are doing well already.
