IMO this is deceptively crazy good. Heck, I even get a Destrudo vibe from it, in the sense that it can make Needlefiber, and is comparable to Normal Summoning Armageddon Knight --> mill Destrudo, the difference being that you would Normal Summon this instead. Needless to say, this and Destrudo have different plays and support: Destrudo benefits from being milled, for example; on the other hand, this gets Level1 support.

 

Then there is the plus of Summoning Formula for its card draw before going for Needlefiber. Or Summon Arc Light for the stun, or for a Link2 then search a Ritual card.

Let's not forget that this card also has E-Teleport on its side because it's a Level 1 Psychic (and One for One), so you have that for summoning if needed. Not like those two cards are anything unique to it. 

 

But otherwise, yeah, it's fine for getting out certain smaller Synchros that are usually harder to pull out nowadays (and I guess a budget version of Needlefiber for said monsters if you really need to do it). Also addresses that one issue that got Scientist banned in the first place, and mostly for summoning stuff that could be used as Tribute fodder. Granted, you'll always have half your LP (except if you somehow end up at 1, which is unlikely) as opposed to a constant 1K payment, but hard OPT should keep this guy in check.

 

If this were in MR3, then makes Accels easier for Synchro Decks. Nowadays, probably still workable if you have Links or something pointing where you need them.

IDK, this card is questionable at best, IMO. Paying half LP is barely a problem if doing so gets you closer to victory, just take a look at the decks that play Destrudo without thinking it twice.

And I overlooked E-Tele, that makes it even more dangerous.

Not to mention that its bound to get better are more and better Level4 or lower Synchros are released. This --> Formula + card draw --> Needlefiber is potent enough. It may be something that the powercreep can handle, but is it fair? IDK.

Another deliberate  effect of the choice of this being a Psychic is that Brain Research Lab + Telekinetic Charging Cell can give you the ability to take away the cost all together. In essence that gives pure LP paying Psychic decks a little more of an edge to play this card as oppose to other decks that could just throw this in.
