If you control no monsters in your Main Monster Zones, you can Special Summon this card from your hand. If this card is  Special Summoned: You can Special Summon 1 of your Level 7 Dragon or Wyrm monsters that is either banished, in your hand, or in your GY. You can only use this effect of "Seventh Heaven Dragon" once per turn.

Its strong obviously. Not sure about which cards that could search it, but this can make Tomahawk for Link Shenanigans or any usefull Rank 7 is nice

If Rulers were unbanned, you could summon them with this and not have to banish 2 others for that. As far as searching goes, you have Magical Contract Door and Dwarf Star Dragon Planeter for stuff that can add Level 7 monsters specifically (latter specifies Dragon too). 

 

Then again, you're mostly summoning Dragons with this because honestly, the only good Level 7 Wyrm is Yazi and that's if you Synchro Summoned it. Yeah, you got Mare Mare and Metaphys Daedalus / Armed Dragon as targets, but latter requires its own Deck to work. But in some sense, I suppose you could summon it in Metaphys to make faster Star Eater off Ragnarok or just provide much need field presence. 

 

(Least it can summon another copy of self too, but you won't get the SS effect off it)

Yeah... This was kind of made in reverence to Rulers long absence.

 

Now to address one thing here: Magical Contract Door searches DARK Level 7 & 8's and this is unfortunately LIGHT so as far as searching goes best option is the Dwarf Star thing you mentioned (which is sad considering you need to use up your Normal Summon and let it be uninterrupted until your End Phase; they should have made Dwarf search upon just Normal Summon).

 

So with how lackluster the searcher option is... I went ahead and tweaked the effect a little more to give it more potential plays. Only limitation I added was that Main Monster Zones need to be empty for him to Special Summon from hand.

Oh right, I forgot Contract Door searches DARKs only, so only Planeter right now for searching. Agreed on Planeter searching on NS instead of being delayed, but Konami decisions.jpg

 

As for the current change, it's a little better (well, I suppose you can summon it off Darkness Metal or something and trigger stuff). Having no monsters in the MMZ kinda sucks, but it's not like the Sky Striker cards aren't being used for having a similar restriction. IDK if Chaos Dragons could toy around with it to an extent (the revival thing), but it's probably worth a mention.
