Just a simple Counter Trap that negates attacks and allows you to Special Summon Normal Monsters from your hand or Deck when you do, plus it protects your non-Normal Monsters and allows you to re-set the card again later.

When your opponent declares an attack: Negate the attack, then Special Summon 1 Normal Monster from your hand or Deck in Defense Position, also your opponent cannot target monsters for attacks for the rest of this turn, except Normal Monsters. During your Main Phase: You can banish 1 Normal Monster you control; Set this card from your GY.

It's a shame it's so vulnerable, otherwise I would really like it. It works best in Decks with a few or even 1 Normal Monster that's regularly played; the only ones that come to mind are World Chalice and Mekk-Knights, but specific card dedication could lead to you running a Normal Monster just for this card.

 

You can recycle it easily, true, but it doesn't deal much, if at all, with Decks that deal with field destruction. If you have no monsters, and your opponent attacks, they're still getting that sweet direct attack, and if they're killing your monsters, chances are they have the capabilities to deal with your S/T as well, and you have to wait for a whole turn before you can use it again. The only real scenarios I see this card being used is when you don't need it; your field being strong enough on its own, or you playing against a bad deck that can't deal with S/T.

 

I really like the idea here, it just needs some...tweaking. Perhaps a different form of recycling, and/or something that deals with it being popped?
