It's been a while and this card is part of something bigger but I decided to release it alone for now:

 

True Release

[Normal Spell]

 

Until your opponent's Main Phase 2: Monsters you control can't have their effects negated (face-up monsters you currently control that have their effects negated also no longer have their effects negated).
If you activate or already have activated a card or effect that would negate any of your own monster's effects during this turn: Lose 2000LP.

If this card's activation or effect was negated; draw 1 card.

I know some players run Magical-Mid Breaker Field to prevent their plays from being disrupted by Ash Blossom, Snow Rabbit and other hand traps. This would work on a similar way by stopping cards like Ash, Called by the Grave and Transience instead, so at this point it looks as good as Breaker Field for opening turns, and in a way they complement each other. Also, unlike Breaker Field, this doesn't apply to both players, but the card and effect are volatile. Still, if players go as a far as running Breaker Field for their opening plays, I can only assume this card would be just as good, and may even have an impact in the meta by discouraging the use of negation effects and hand-traps.

I find amusing and a bit nasty the card draw backup you added to discourage or punish the opponent from negating it.
