During your opponent's turn (Quick Effect): You can Tribute Summon this card. When this card is Summoned: Change all monsters your opponent controls to face-down Defense Position. While this card is face-up on the field your opponent's monsters cannot change their battle positions.

To be honest, I almost assumed this card Tributed itself during the opponent's turn and asked "why would you do that?" But if it can Tribute Summon itself during opponent's turn, then alright. 

 

I suppose it would screw over potential Link Summon plays and stuff, considering you can't use face-down monsters as material (barring for Fusion), but if opponent has Link Monster or something unaffected by other effects (i.e. Tokens), yeah. Also does not stop the opponent from triggering Flip effects if you force them up yourself or Tribute Summoning. If a lot of those things just stop this card from being at its best, then blame the power creep.

I like the approach on the remake of the card, such a cool way to work with its Level 5. Now, if only it also had a built-in Soul Exchange/Stormforth :v

Although that gives me the idea of taking the card to the "Single to Archetype" game, but I digress.

Could it be good in Altergeist? Since they are among the few archetypes, if not the only one, that can drop a monster on your board on the first turn when going second because of Multifaker.

 

Would be neat of the second effect also prevented attacks, if only to let it stall a bit more safely and give it extra value as a floodgate by Summoning it  with Firewall, Saryuja, Dark Renewal, etc.

 

Still, card looks good. Should be decent for both breaking boards, and disrupting them. It may not be easily Summonable on a first turn when going second, but it doesn't have to be. And it can still combo with Stormforth since it is a Quick-Play Spell.
