Activate only in a Chain Link 3 or higher. Draw cards equal to the number of cards and card effects your opponent activated in this Chain +1.

As much as I would love to suggest this as a side tech against Chain burn or whatnot, that usually depends on you playing a few cards to add to it and not necessarily all them. (*Not that Lycoris+Reincarnation isn't already a +5 CL on its own in common form w/out the opponent.*)

 

Still, the draw effect is nice though (but then you take into consideration the aforementioned Lycoris burning you for it [and Vanity's Call if still run]). But then again, blame that FTK for still existing in TCG, even if meh.) On the same note, the card draw may come off as excessive past that point, but...I suppose it's the opponent's problem if they did all that set up just for you.

In most cases, 1-2 cards should be fine as a draw thing. May also want to restrict multiple copies from being used (i.e. You cannot use 2 copies in same chain).

Agreed with the above, its missing the "cannot use copies in the same chain" restriction seen on chain-dependent cards like Chain Strike.

Anyway, not a fan of the card. Feels like a powercrept Accumulated Fortune, and this would only encourage "solitaire-like" decks like Chain Burn, which are frowned upon due to their non-interactive nature. Still, I may not like it but the card looks fine anyway.
