Ok so this is my first ever card, so i would like help

 

Attribute: Dark

Type: Dragon/Effect

Level:7

Atk:2400 Def: 2000

 

You can Special Summon this card(from your hand) if your opponent controls an Extra Deck monster, If it an XYZ monster: This card gains 500 ATK when Special Summoned, Once Per Turn; You can target 1 XYZ Monster your opponent controls: Detach 1 XYZ material from that monster, for the rest of the turn: Your opponent cannot use monsters of that Level or Rank for xyz summons except Rank-Up Magic, If the targeted monster had no XYZ materials: Destroy it, You can only use the Effect of “Dimensional-Eyes Warp Dragon” Once Per Turn

Is the Summon a Special Summon or Tribute Summon?

What benefit does changing it's stats to match it's materials make? For something to be reminiscent of the previous dragons it's needs to bring it's own strength to be a rival. This more or less becomes a material for Xyz or Synchros more than anything. I think it needs another effect that makes it a bit more aggressive, personally. But maybe it is just a card that assists other summons?

Let's assume that it's a Special Summon (though older formatting has the same ambiguity as this). Going by this assumption, let's fix grammar (this tends to be one of the things new members aren't great at; myself included a long time ago).
 

Cannot be Normal Summoned/Set. Must be Special Summoned (from where?) by Tributing 2 monsters you control or from your hand. You can activate 1 of these effects.

- Declare 1 Type or Attribute of a monster Tributed to Special Summon this card; this card's Type or Attribute becomes that declared Type or Attribute.

- This card gains/loses Levels equal to the Level of 1 of the monsters you Tributed to Special Summon this card.

You can only use the effect of “Dimensional-Eyes Warp Dragon once per turn.

 

But that being said, I have to agree with the above user that there isn't much use for this card outside of requiring certain Attributes/Types for summoning. Granted, it is a easy 2.5K beater with an easy cost, but that's really all I can give you. 

 

Might also be nice if we get a Link that requires a high Level monster as material and you can use this, but it really depends.

 

As far as the wording goes, please note the differences between soft/hard OPT (once per turn). Soft OPT starts with "Once per turn: (x)" and only applies to that particular card on the field; once it leaves the field or a new copy comes out, it is "reset". You already know what hard OPT is already, but in this effect, you had both instances. Please be consistent on which one you want for the card. 

 

Given the above, I think you could just leave it as a soft OPT because as things stand right now, the effects aren't particularly gamebreaking and have limited opportunities to work.

That was actually the point of this card to basically be a backup for a synchros and xyz summons

I can imagine it being like Odd-Eyes Pendulum Dragon, too g I to the forms, in which case this is pretty on point. With the text cleared up as above it fits as a nice casual cars. Maybe have a series of Extra Deck monsters it works with?

It is reminiscent of Red-Eyes, as a being of potential. While it may appear as an underwhelming effect (which we now know has a purpose), at least it has an effect.
