A 2nd Neos that can use Neo-Spacian support like Convert Contact and Common Soul in the hand and Deck, while using HERO and Neos support like Miracle Fusion and Miracle Contact on the field and in the GY.

This looks good enough to me. I get a vibe of Blue-Eyes Alternative Dragon, in that it requires the vanilla form in hand to be live, the main difference being that it returns the vanilla back into the Deck, but then you get to grab it back with the gained float effect of this card so that's not much of a problem. It doesn't generate pluses directly, but it sets your Neos Fusion plays in motion, and the pluses would come from said Fusions, so it should be fine.
