Normal Spell

 

At the start of the duel, before drawing your starting hand: You can banish this card, apply its effects and decrease your starting hand by 1.

For the rest of the Duel;

• The Level, Rank, Link Rating, Pendulum Scale, ATK, and DEF of monsters and either player's LP can be a real number (e.g 0, -3, 3.532, etc...).

• Xyz Monsters also have an original Level equal to their original Rank.

• Link Monsters with a Link Rating of 1-4 also have an original Level equal to triple their Link Rating.

• Link Monsters with a Link Rating of 5-6 also have an original Level equal to double their Link Rating.

• Link Monsters with a Link Rating of 7-8 also have an original Level equal to their Link Rating.

The first effect alone already warrants this card to be moved to Experimental (unless you're allowing stuff to become decimals instead of purely non-negative integers). But yeah, while any stat reduction stuff is usually just halved and not going into thirds or some other stuff that would be irrational, it's breaking a few things.

 

Also not much reason for anything barring ATK/DEF to be a non-integer, unless for some reason, you really want to make a Scale 0.01 higher or lower to summon something with Scales 1 number apart on a normal basis.

Xyz one goes into anime Z-ARC, but besides that, concept is fine. We get what it should be doing (see Creation/Destruction Magician stuff)

 

First Link effect seems alright for most part, given that Links are usually the equivalent of a monster 2-3x their Link Rating. Second and third ones are iffy, considering no LEGAL Links have gone over 5 (and effort usually isn't worth it to make them Level 10 or 12). I mean, it's nice that they can be used for Synchro and Xyz (and maybe other Links that require monsters with Levels to summon), but moreso on former two.
