Cloudy-Eyes Sky Rending Dragon (Dragon/WIND/Level 8/Effect/ATK 3000/DEF 2500)
Cannot be Normal Summoned/Set. Must first be Special Summoned by its own effect. If your opponent activates the effect of a monster in their hand or an Extra Deck Monster they control, while this card is in your hand (Quick Effect): You can send 1 other monster from your hand to the GY, then negate that monster's effects, and if you do; Special Summon this card. You can only use this effect of "Cloudy-Eyes Sky Rending Dragon" once per turn. If you control this card that was Special Summoned this way, each time the effect of a monster in the hand or an Extra Deck Monster on the field is activated, destroy 1 random card in the hand of that monster's controller immediately after it resolves.

You negate for cost? Even Dante thinks that's a bit much! :P 

 

So we have a searchable hand trap, which could also factor as a boss monster, that performs a free hand destruction as CL2 each time the opponent plays a hand trap, or even just an Extra Deck monster?

I think this would have been a bit more acceptable if it just countered effects that activate in the hand, your card end of the day though, but as this sits in Advanced, it covers too much, IMO.

 

Also, just FYI bud, this doesn't stop Dark Worlds (they activate in the GY), and the second effect of Danger!s can still activate after being discarded, just stops the first effect in this case.

 

If you wouldn't mind checking this edit to cover fully "Danger!"s, and slight balance:

That's purely to counter Danger!s as your post seemed to imply. 

The last effect shouldn't really be a continuous effect. It should activate IMO, but it being mandatory does put the controller of Cloudy-Eyes at risk, which is something.

 

Overall I think the final effect should be an effect that activates once per turn. If you really did want it to cover monsters summoned from the Extra Deck (currently "Extra Deck Monster" is not a term used in the official TCG, closest is in Forbidden Apocrypha, but anywho), hitting monsters in hand and from Extra is nuts. I would point out that if we go by your original text, DW still get around this card quite easily, and then proceed to OTK/FTK you.
