You can Tribute 1 monster; make your opponent Tribute 1 monster (for no effect). You can only use each effect of "Pain Generator" once per turn. The main issue, however, is that with the latest suport related to Tributing & revolving around DARK monsters for the matter, it would be a very handy (and dangerous) tool. Outside that, noone would really use it except if they could kinda adapt their deck in their advantage (not aware of any strategies, though).
